Mullah Omar denies destroying public places

TALIBAN leader Mullah Omar has rejected allegations of President Hamid Karzai about torching schools in Afghanistan, saying Taliban are not involved in this activity, reported a private TV channel on Sunday.
In a statement, spokesman of Mullah Omar, Zabihullah Mujahid said Taliban even don’t consider destroying public places, adding they believe education is the only way of success in this world and the hereafter. The only purpose of Taliban struggle is to get independence, the spokesman said, adding Taliban disown the elements involved in damaging national assets. He said these elements are agents of the enemy. Mullah Omar challenged the Afghan government and Nato to provide evidence (if they have) against Taliban for torching schools and destroying public places.
At the same time, American commanders say they believe that Mullah Muhammad Omar has lost some control over his troops. He is concerned, they say, that less-experienced fighters are causing civilian casualties — for example, panicking and detonating suicide vests in crowded areas, killing women and children before they get close to Afghan government officials, who are the targets.
UN believes that Mullah Omar had ordered tanks and artillery to bombard and dynamite the huge Budha statues.

Message of Felicitation Mullah Omar's on the Occasion of Eid-ul-Odha

To the suffering Mujahid people of Afghanistan; to all believing ethnicities in all parts of the world; to all nearly and remotely- situated Muslims and to the Muslim Ummah: Peace, Mercy and Blessing of Allah be upon you all. My heart-felt felicitation to you on this great day of joy, selflessness and sacrifice. May Allah (swt) accept in His Sight the worship and offerings of all Muslims. Similarly, may Allah (swt) accept the pilgrimage of the pilgrims who are now visiting the Kabba Sharifa and the struggles and toils of the Mujahideen of the way of truth and of their supporters. May Allah (swt) bestow blessing, salvation and victory on the Ummah as a result of the endeavors of the Mujahideen? I would like to share with you some viewpoints concerning the current situation of the country and the world.

Regarding the Internal Developments of the Country:

The moments of defeat of the invaders have approached now due to the special victory and the sincere sacrifices of the Mujahideen. The enemy has been defeated at the battle field. Now they rely on media hypes and portray themselves as if making advancement but the ground realities are what you and we are witnessing. The enemy is retreating and facing siege in all parts of the country day in and day out. Their life casualties are spiraling up. It is because of this pressure that the enemy has resorted to spreading the misleading rumors of peace talks. Thus, they want to reduce the military pressure which is being exerted on them. But it was the enemy in the first place, who invaded our country, imposing the war on us, so the sole way for our salvation is the armed jihad in the way of Allah (swt). Our Mujahid people will never feel exhausted in the sacred path of Jihad, because it is a divine obligation and a great worship. Fatigue can have no way into it. It is a matter of pride that the Mujahideen and the people, like brothers, lay down their lives in the defense of their religion, honor and independence of their country. They do not give chance to the enemy to create split among them through propaganda and other covert machinations. The enemy wants to protect itself from the attacks of Mujahideen by creating local militia units and utilize them as a shield; we have paid special attention to this task and obtained spectacular achievements. Similarly, some internal and external enemies are now speaking of disintegration of the beloved country. They should know that the patriotic countrymen and the Islamic Emirate will never allow any one to put into practice their wicked plan.

Regarding the Puppet Kabul Regime:

The situation of the Afghan people and the beloved country is going from bad to worse during this reign of the surrogate Karzai regime. Hardships, starvations, poverty, homelessness, civilian casualties, various diseases, aberrations of the youth and cultural and social deviation in the name of democracy are touching its climax. A few hoarders in the high government slots have control over all items including the daily consumption items. This is being carried out under the title of the open market system. They are determiner of the prices. We witness this hard fact, that many miserable families of the country have been forced to resort to beggary. Corruption is at its epic. This is not what we say but the founders and masters of this regime admit that their puppet regime ranks 2nd at the index of the most corrupt regimes of the world. This is because the rulers of the regime have been installed by others and they are not interested in the future and prosperity of the country. They are only hankering after filling their pockets with money and fleecing the masses. Many of them have foreign nationality and do not consider Afghanistan as their own country.

The Americans are intending to keep in the country, a regime installed under the leadership of some westernized elements-- a regime which is extremely bereft of any resolve and determination; a surrogate only relying on foreign aid. Thus the invaders want to prolong their presence in the region and extend their occupation. Every Afghan in this corrupt regime has obligation to desist from supporting the invaders because of the current ordeals and tribulations that the Afghan Muslim people are passing through. They should not help their enemies of faith to destroy their home. There is no moral and religious justification to work in a regime, being puppet and traitor to its people. If they are not able to join the ranks of Jihad, at least, they can desist from cooperating with them. Thus they would perform their patriotic and ideological obligation. They should take care, less they may not stand shameful before their people and history and Allah (swt) on the Day of Resurrection.

The number of those who have left the ranks of the enemy has increased following our previous call to do so. This is a commendable phenomenon. We have instructed all Mujadeen to favor them with special incentives and acclamations.

Regarding the Rumors of Peace Talks by the Americans:

The Islamic Emirate still holds its previous stand regarding the current issue of the country. Islamic Emirate believes that the solution of the issue lies in withdrawal of the foreign invading troops and establishment of a true Islamic and independent system in the country. The cunning enemy which has occupied our country, is trying, on the one hand, to expand its military operations on the basis of its double standard policy and, on the other hand, wants to throw dust into the eyes of the people by spreading the rumors of negotiation. Claims about negotiation, flexibility in the stance of the Islamic Emirate, are mere baseless propaganda. The enemy wants to cover up its failure in Afghanistan by wrongfully raising hollow hopes in the hearts of their respective people. The believing people of Afghanistan and the public of the world should not trust any news report or rumor about the stance of the Islamic Emirate disseminated by any one rather than the leadership of the Islamic Emirate or the designated spokesmen, because such new reports are spread by the intelligence agencies of the hostile countries. Then the media outlets affiliated with these espionage entities, irresponsibly publish them with great fanfare. The aim is to play down the defeat ( of the enemy) at the military field through media warfare. But these conspiracies will never prove effective against our brave people and mujahideen as these experiences have already been tested.

The former Jihadi leaders and influential based in Kabul should know that, as the invading Americans already used you against the Mujahideen in the framework of peace council, they will again use you for their illegitimate objectives besides the puppet regime of Kabul. We can’t figure out why you are unilaterally coopering with the invaders? Can the present regime reflect your objectives of former jihad? Was the aim behind your 14-years long Jihad to let the place of the Russians to be occupied by the Americans?

If you want to extricate yourself of this dilemma and lead a life like a proud Muslim Afghan, the only way of honor and dignity is the way of the sacred Jihad and independence of the country. Come and compensate for your mistakes of the previous years by honestly embarking on the path of struggle against the invaders. This does not mean that every one has to join the stronghold but every one should utilize his capability in support of the current resistance. The Islamic Emirate of Afghanistan has comprehensive policy for the efficiency of the future government of Afghanistan; about true security, Islamic justice, education, economic progress, national unity and a foreign policy based on norms to protect itself from the harms of others and convince the world that the future Afghanistan will not harm them.

Regarding the Military Situation of the Country:

Our coming military programs will forge ahead on the basis of the climate of the country and the geographical locations as per the plans now at the disposal of the Mujahideen. The aim is to entangle the enemy in an exhausting war of attrition and wear it away like the former Soviet Union. This will force it face disintegration after dealing a crushing and decisive blow at it that it would not be able to hold itself thereafter. To achieve this, we have hammered out short term and long term plans. We are optimistic about the results of these plans. Our strategy is to increase our operations step by step and spread them to all parts of the country to compel the enemy to come out from their hideouts and then crush them through tactical raids. This experiment was effective in Marja, Kandahar and some other areas. Therefore, the Mujahideen should focus on their jihadic efforts more than ever and expand their jihadic operations on the basis of the given plans. They should try their best to compel the moribund enemy to flee from our soil. They should constantly and unremittingly remember Allah during the performance of their tasks and be sure that Allah is the ultimate creator and conductor of all affairs; and must have the conviction that their achievements are the result of the exclusive blessings and victory from Allah; should increase their worship and recite the prayers during jihad which the holy prophet (peace be upon him) usually recited. This will bestow on them solace and consolation and will strengthen in them the essence of trust, sincerity, humbleness and the desire to seek the pleasure of Allah (swt). These characteristics of a believer are an asset which even in worse conditions lead to a blessing and victory from the Almighty Allah. Similarly, do not forget the Islamic moral conduct, even for a while, during your journey on the path of the sacred Jihad. You should study the Jihad related affairs in the books of the Sayings of the Holy Prophet (peace be upon him) and in the laws of religious jurisprudence. Pay attention to the life and property of the civilians so that, may Allah (swt) forbid, your Jihadic activities will not become a cause for destruction of property and loss of life of people. Any thing that is not permissible in Islam, has no place in our military policy. Spread fraternity among yourselves and help each other during the time of distress and ordeal. Maintain close contact with the people, seek the advice of local influential and hear their constructive advice and consultation and put them into practice.

To the Young Educated Generation and Men of Letters of the Country and the Students of Universities:

As a young educated generation and men of letters (writers) of our Islamic country, you are the leaders of tomorrow of the country. Our enemy is turning every stone to spread their cultural and ideological influence over the young generation of this Muslim country and thus jeopardize our history, religious values and our future. Our religious and historical enemy has cunningly launched a propaganda drive, spending huge amount of money in order to gradually strip our young generation of their Afghan and Islamic identity. As a young generation of this Islamic country, you have an Islamic and Afghani responsibility to confront these hostile anti-Islamic and anti-Afghan endeavors of the enemy with all your capability of tongue and pen and indefatigable struggle. Do not let your historical, religious and cultural enemy succeed. You should know that the cunning enemy financially and extensively fund some sold-out Afghan circles in a surreptitious manner to flare up a domestic war on the basis of language and geographical locations. Thus they want to harm the identity and integrity of the country and take avenge on the Afghans. You, the young educated generation, should not become part of these negative movements. Instead, solely focus on serving the cause of dissemination of Islamic culture, independence of the country and unity. The honor of a Muslim lies in Islam and Islamic unity. It is you that are able to protect the pillars of Islamic culture and Afghani identity from crumbling down. The Islamic Emirate is your flank of battle and a stronghold.

The Islamic Emirate is proud of your support; your Jihad of words and pen and holds you in high esteem and praise. This resistance will increasingly boost through your scholarly cultural efforts.

To Peoples and Governments of the Islamic World:

On this occasion of Eid-ul-odha and on behalf of the Islamic Emirate and as a member of the world Islamic family, I would like to remind the governments and people of the Islamic world to forget the issue of the occupied Afghanistan and the miserable condition of the people of this country. You should remember that the Afghan people have played prideful role for the defense of Islam and Islamic world, offering numerous sacrifices in this way throughout different stages of the history. This nation stood as a wall of iron in front of the invasions of Genghis, Britons and the communist colonialists, saving the Islamic world. Today, this nation is entangled in a complicated trial and an imposed war on the charges of their professing (Islamic) ideology. Every day, men and women of this nation, fall prey to the bombardment of the invaders and their children become orphans; miserable people are displaced internally due to the operations and fear of bombardment of the enemy. The people are grappling with hardship and poverty. But the Afghans have embraced all these sufferings out of commitment to the great cause of establishment of rules of the Holy Quran and the defense of the Islamic faith. So the Muslims of the world should share and feel (their pain) and have conduct with them on equal terms as pious Muslim. Perform your obligation of fraternity( towards them) in your material wealth. The countries of the Islamic world should not feel as being a lien to the issues of Afghanistan, Iraq and Palestine and should not spare any effort in this regard in the framework of their foreign policies. They should consider the pains and hardship of these suffering people as their own pain and problem and play positive role in the solution of their problems.

To American and European Peoples and to Members of Parliaments:

Afghanistan is an independent Islamic country. It has a prideful history and freedom-loving people at the level of the region and world. This nation has not harmed the independence of other countries and, throughout the history, has not permitted any one else to take their independence. Now when your forces have invaded this territory for the achievement of some colonialist objectives and goals, so it is the religious and humane obligation of the Afghans to stand up to your forces. Think, if your country is invaded by some one else, would you remain indifferent in such circumstances? What do you think, should our people allow the invasion and aggression in their country and remain insouciant vis-avis the invaders? And should not they show any reaction in front of the aggression against their honor religious values, national dignity and independence.?

If you are an impartial judge, you would yourself give us the right to keep up the path of resistance against the invaders and even shore it up more than ever.

Availing the limited resources at their disposal and because of their firm determinations and conviction in their being in the right, the Afghans showed to your military chiefs and political leaders in the past nine years, that you, invaders, are not able to force this nation to accept your occupation. The troops surge made no change in the status quo and never will they be able to turn the tide, if God willing. Body counts of your troop’s causalities have spiraled up but still your political leaders and military chiefs stubbornly persist in their failed politics.

First of all, you should find for yourselves the ground realities and then study them. Ponder over them impartially. How long the governments and people of the world will tolerate your tyrannical policy and your demeanor of taking hostage the people. To relieve yourselves and the Afghan people from the weariness of this unjustified war, you have to put an end to the war as soon as possible. The more the war prolongs, the more causalties of your troops increase and the more its economic burden become heavier. Nothing more than this, you will achieve.

This is the country of the Afghans. The Afghan will not relinquish of it. The resistance will continue as long as the invaders are stationed there. You should review the historical facts to learn some essential points from them. It is more rationale to stop adding fuel to the flames of war by leaving this region. The presence of foreign forces on our soil, paves the way for intensification and aggravation of the war--consequent upon which you will have to face colossal financial and life losses.

To the Neighboring and Regional Countries of Afghanistan:

As an independent country, Afghanistan has been forced to wage a sanguinary war for the attainment of its identity. The colonialist countries led by America, want to turn our historical and independent country into a military base under various pretexts. It has persuaded some other countries to align with them and even have compelled the World Body of the United Nations to issue resolutions palatable to the USA. It has turned the World Body, defacto, into personal entity of America.

I urge you to find for yourselves the ground realities instead of listening to the futile propaganda of the colonialists. Do not forget your responsibilities in the way of independence of our oppressed country.

On the basis of its hypocritical policy, America wants to project our legitimate mission to defend our country and the current resistance as a threat to the world whereas they have no convincing proof and evidence on hand in this regard.

Request:

To end, I urge all Muslims to remember the families of Muahideen, the prisoners, martyrs and IDPs in these day of sacrifices and selflessness; they have sacrificed themselves in the defense of this venerable religion (Islam) and the country. Remember their orphans and heirs and behave with them like you behave with your children, particularly, favor them with a share in the joy of the Eid.

Once again congratulations on the occasion of Eid and may Allah protect you from grief and anguish.

Pakistan denies arrest of Taliban chief Mullah Omar in its territory

ISLAMABAD, July 7 (Xinhua) -- The Pakistani Interior Minister Rehman Malik Wednesday night denied the report that the Taliban Chief in Afghanistan Mullah Omar was arrested in Pakistan, saying Mullah Omar is still active in Afghanistan.

During an exclusive interview with a local Urdu TV channel Dawn News, the minister said Mullah Omar is not in the custody of the ISI (Inter-service Intelligence) and he is still in Qandahar of Afghanistan.

The minister also said Osama Bin Laden is neither in the Pakistani territory nor in the area bordering Afghanistan and Pakistan.

He disclosed that so far a total of 2,470 key member terrorists including some important Taliban leaders have been arrested in Pakistan. However, he failed to mention since when these arrests have been made.

This is the first official response made by the Pakistani government to the recent reports by the world media that Mullah Omar was arrested by the ISI in Pakistan following an American blogger's claim that the Taliban chief was captured in Karachi on March 27, 2010.

Omar is wanted by the U.S. for sheltering Osama Bin-Laden and his Al-Qaeda network in the years prior to and after the September 11 attacks on the World Trade Center in America.

He is believed to be leading the Taliban fighters in the war against the Afghan government and NATO forces in Afghanistan.

Pakistan had arrested Taliban No. 2 leader Mullah Brather earlier this year from the same city of Karachi.

con ocasión del Eid-ul-FITRE

¡Alabado sea Alá, quien exaltó el Islam y los musulmanes y el politeísmo degradado y los politeístas.

La paz está en el líder de los muyahidines, los nobles de los apóstoles y los mensajeros de la paz y está en sus descendientes, compañeros y todos aquellos que siguen su orientación.

Después de eso, me gustaría señalar:

El Dios Todopoderoso dice:

" Dicen: realmente mi oración y mi servicio de sacrificio, mi vida y mi muerte son (todos) para Alá, Señor de los mundos”. Al-An’am, verso: 162.

Quiero expresar mi más sincera felicitación a todos los muyahidines heroicos, las personas piadosas, las familias de los mártires de la primera línea sagrada del Islam ya todos los Ummah islámica (nación musulmana), en ocasión del Eid-ul-FITRE y felicito ellos para llevar a cabo la sagrada obligación de ayuno.

Que invocar a Alá, a aceptar por su presencia, todos los cultos y los sacrificios que ofrecían. Que invocar a Alá para pasar estos días de amor, fraternidad y alegría en un ambiente de felicidad, la prosperidad y la victoria sobre el enemigo invasor.

Felicito a todos por los triunfos históricos logrados en la primera línea de honor de este año la yihad. que invocar a Alá que acepte el martirio de los mártires y las luchas de los muyahidines en este bendito y santo camino. Amén!.

Haciendo uso de esta oportunidad, considero necesario presentar los siguientes puntos por delante de todos ustedes:

En primer lugar: Le aseguro a nuestro pueblo valiente y valeroso de los mujaidines que los planes del colonialismo global, para la ocupación de Afganistán ante el fracaso a causa de su auto-menos sacrificios. Durante los últimos ocho años, la OTAN bajo el liderazgo de los militaristas del Pentágono, implementó una política de brutalidad y atrocidad, esperando que someter al valiente pueblo de Afganistán por dente de la fuerza militar.

Usaron su sofisticado y tecnología de vanguardia incluidas las armas químicas, a fin de lograr ese fin, cientos de empleados de los centros de propaganda y gastado miles de millones de dólares para representar la imagen de su poder militar de forma aceptable y aterrorizar a la oposición de su contraparte. Pero todas estas actividades anti-humano no podría darles el éxito. Con el paso del tiempo, la resistencia y el movimiento jihadista, como un movimiento nacionalista islámico y robusto, asumió la forma de un movimiento popular y está llegando al borde de la victoria.

Nuestro objetivo es conseguir la independencia del país y establecer un sistema islámico no sólo sobre la base de las aspiraciones de la nación musulmana. podemos considerar que cualquier opción que podría llevar a la consecución de este objetivo. tenemos todas las opciones y formas para este fin abierto. Sin embargo, esto sólo será posible cuando el país está libre de los pasos pisoteo de las fuerzas invasoras y las ganancias de la independencia.

En segundo lugar: El Emirato Islámico de Afganistán desea los verdaderos hijos de esta tierra participado en el gobierno y en el gobierno de decisiones, tras la retirada de las fuerzas extranjeras de Afganistán, porque el trabajo de rehabilitación, asuntos económicos, políticos, educativos y culturales del país puede nunca van a lo largo de forma sin la participación de los afganos sincero conocimientos, profesional y experimentado. Afortunadamente, un gran número de nuestros independiente, profesional, con experiencia cuadros de los musulmanes, tanto si están dentro del país o fuera de ella, no se sometió a la ocupación actual, ni aceptan la administración trajo como resultado de la ocupación. que apoyan un gobierno independiente, libre e islámicos en el país.

El Emirato Islámico de Afganistán tiene singular y útil planes para el futuro de Afganistán, bajo la sombra de un sistema social justo del Islam después de la retirada de las fuerzas extranjeras. Que incluyen la rehabilitación de la infraestructura social y económica, el progreso y el desarrollo del sector educativo, el industrializaciones del país y el desarrollo de la agricultura.

En tercer lugar: El Emirato Islámico de Afganistán pide a todos los que trabajan para la administración de Kabul de alquiler y apuntalar el colonialismo mundial por su estar ahí para dejar de oponerse a su religión, país y pueblo. los colonialistas extranjeros tener la fuerza de su brazo afgano y continuar su ocupación de nuestro país. estos invasores brutal pisoteado en todos nuestros valores islámicos, que trabajan para la difusión y expansión del cristianismo en virtud de un plan previamente elaborada, que el saqueo de nuestros recursos naturales dentro de uno o los otros nombres y poner una pesada carga de préstamos en nuestro país. el Emirato Islámico deja la puerta abierta para la seguridad de quien salir con los caminos de la traición y la traición a la patria con el país y la gente.

La simpatía, la afinidad y el encanto de la gente juega un gran papel en el avance sin precedentes de los muyahidines. ¡Alabado sea Alá, el encanto de la gente y su afinidad crece día a día. Por lo tanto, los muyahidines no debe pensar a sí mismos como una entidad separada de la gente. Deben proteger su propiedad, la vida y la honra y detener a los que, bajo el nombre de los muyahidines, quieren invadir la propiedad, vida y honra de las personas fácilmente por la provocación del enemigo.

Del mismo modo, los mujaidines deberían centrarse en la educación islámica de las masas, para que voluntariamente participar en la yihad con el alma y la riqueza. las personas deben ser conscientes para evitar ser engañados por los acantilados vacío de algunos comandantes militares o de la declaración de un comandante militar británico dijo que íbamos a permanecer en Afganistán durante cuarenta años.

En quinto lugar: El Emirato Islámico de Afganistán quiere mantener relaciones buenas y positivas con todos los países vecinos, basadas en el respeto mutuo, y abrir un nuevo capítulo de la buena vecindad de la cooperación mutua y el desarrollo económico.

consideramos que toda la región como un hogar común contra el Colonialismo y queremos desempeñar nuestro papel en la paz y la estabilidad de la región. que garantice a todos los países que el Emirato Islámico de Afganistán, como una fuerza responsable, no se extenderá su mano para causar peligro a los demás como ella misma no permite que otros ponen en peligro a nosotros.

Nos gustaría decir, somos víctimas de la propaganda de negro de los medios de comunicación del enemigo. Este recién creado dudas entre nosotros y una serie de países de todo el mundo. Que mal nos representa como una fuerza contra la educación y los derechos de la mujer.

También nos acusan de ser una amenaza para los países del mundo. el Emirato Islámico de Afganistán desea a despejar todas estas dudas proporcionan un ambiente propicio está disponible. El Emirato Islámico de Afganistán pide a la opinión pública de Occidente no se deje engañar por las afirmaciones de Obama, quien dice que la guerra en Afganistán es una guerra de necesidad. Occidente no tiene que librar esta guerra. de esta guerra, de hecho, comenzó por motivos clandestinos en razones infundadas. La humanidad, como un todo, sufre sus consecuencias negativas. Ningún país del mundo tiene derecho a inmiscuirse en los asuntos internos de su país vecino, de acuerdo a los principios modernos internacionales. las potencias arrogantes-que-que es en la Casa Blanca y su aliado británico debe saber su interferencia de miles de kilómetros de distancia no es aceptable para los países de la región y nunca puede ser tolerado.

Los planes del expansionismo colonial, que está en marcha en la región bajo el lema famoso e ilegal de "guerra contra el terrorismo" es, en realidad, un esfuerzo contra los valores humanos universales, la justicia, la paz, la distribución equitativa de los recursos y la independencia, y un esfuerzo contaminar los verdaderos representantes de las aspiraciones de las personas menores de uno u otro nombre. todos los países, especialmente los países islámicos, nuestros vecinos, los países poderosos, el movimiento de los países no alineados deben sentir y cumplir con su papel histórico.

Para concluir, quiero instar a todos los musulmanes temerosos de Dios, como ellos mismos compartir la alegría y la felicidad de esta ocasión con sus familias, para no olvidar a las viudas de los mártires, a los huérfanos y las madres que perdieron a sus hijos.

Que son los mártires que ofrendaron su vida contra la coalición de los infieles para el establecimiento de un sistema islámico. Del mismo modo, por favor, no olvide las afligidas familias de las víctimas afganas, entre ellas ancianos, niños, mujeres y hombres que fueron martirizados, como resultado del bombardeo a ciegas de los invasores y no están ahora entre ustedes.

Por último, quiero expresar mi felicitación a usted en ocasión del Eid-ul-FITRE y le deseamos la independencia.

“O those who believe! Obey God, and obey the Messenger, and
those charged with authority among you. If you differ in anything
among yourselves, refer it to God and His Messenger, if you do
believe in God and the Last Day: That is best and most suitable for
final determination” (04--59)

Striving (Jihad) in the way of Allah (SWT) is the foremost duty of every
Muslim. Jihad is the sole option through which we can restore the lost
dignity and prestige of the Ummah. Quitting Jihad is the main reason
behind the present sufferings of the Muslims across the world in the hands
of Infidels (Kuffars). Mujahedeen of Islamic Emirates of Afghanistan have
been victoriously and gloriously resisting the Crusaders and their local
cohorts with their blood and flesh. So at this decisive moment of our history
it had become a dire need of the hour to set a guideline under the teachings
of Islamic Sharia for the Mujahedeen in their struggle against the enemies.

Preface

v In the Booklet Imam and Deputy Imam refer to Amir-ul-Momenin Mullah
Muhammad Omar and his Deputy respectively.
v According to the book, death penalty will be granted with the consent of the
Imam and his deputy. The provincial or districts Mujahedeen Commanders
or Administrators nominated by the Islamic Emirate of Afghanistan are not
authorized to issue death decree.
v It is compulsory for all the Mujahedeen, their provincial and districts’ heads
to strictly follow this new set of rules and regulations. All the materials
issued prior to this booklet will be considered invalid.

1st Chapter
Granting Refuge:

v Any common Muslim can grant refuge to those who are part of Kabul based
Afghan puppet government on the conditions that they will quit their job
and stop receiving payments from the slave government. But those who
have caused severe damages to the Mujahedeen, their cause or common
Afghans, their fate will be decided by the provincial Mujahedeen
commanders and organizational administrators of Islamic Emirate.
v If someone among the Mujahedeen punishes a person who stops serving
the foreigners (Crusaders), he will be trialed under Islamic law.
v A refuge can be granted to a person who offers to serve Mujahedeen’s cause
while remaining part of the enemy’s side.

2nd Chapter
Prisoners’ Dealing:
v When a group of Mujahedeen imprisons an enemy whether local or
foreigner, he will be handed over to the provincial commander. Now it
depends upon him whether he keeps him or gives it to his counterpart
(Commander of another Province).
v Employees of interior ministry, Afghan military personnel, local
contractors, or having affiliations with any other department of the slave
government if get imprisoned can be released in case of prisoners exchange,
after being punished, in a goodwill gesture etc. Receiving money for
prisoner’s release is forbidden. No one has the authority to execute the
prisoners except Imam and his deputy.
v If the detainee is a local landlord, militia commander, provincial or district
administrator of slave Afghan government, having any other influential

status or foreign Muslim their fate will be decided by the Imam and his
deputy.
v In case of capturing military infidel, his execution, release in prisoner
exchange, receiving payment, in a goodwill gesture, all these matters will be
dealt by the Imam and his deputy. If he embraces Islam, Imam and his
deputy have the authority to release him after being ensured that he will
not renounce his new religion.
v Those enemy soldiers who surrender before Mujahedeen will not be killed
rather be encouraged and their act should be praised.
v If a convoy of Mujahedeen carrying enemy prisoners comes under attack,
that cease their safe return to their base then they can kill the prisoners.
But if they are doubtful about prisoner status then they have to release
them.
3rd Chapter
How to Deal with Spies:

In case of detaining a person who has been involved in spying on
Mujahedeen for the enemies, with sufficient evidences, he will be
considered a convicted criminal. The provincial head of Mujahedeen can
imprison, punish or exile him. But has no authority to give him death
penalty without the consent of Imam and his deputy.
v A person can be declared as an enemy’s spy or agent on the basis of either
of the following three conditions;
1. Eye witnessing by two persons.
2. The accused personally accepts his involvement and crime.
3. He will be considered a spy if he gets caught with spying
equipments that are exclusively used for spying purposes.

v Acceptance of the crime from a person through torture, persecution or
other forceful measures will not be considered viable. If Mujahedeen make
a promise with the person that if he accepts his crime he will not be killed,
punished or will set him free and he admits, Mujahedeen are bound to
fulfill their promise.
v If someone gets death penalty for his crime, he will be killed with gunshot
and making video of the event is forbidden.

4th Chapter
Enemy’s Logistics & Supplies:

v Those privately owned vehicles which are used for transportation of
enemy’s logistics and supplies can be torched down or set free as a war
stratagem but their utilization or exchange for money is forbidden.
v In case of capturing drivers of the above mentioned vehicles while
transporting and delivering goods and supplies to enemy, they can give him
penalty, release him in prisoners’ exchange or for a goodwill gesture. But If
Mujahedeen are unable to capture them alive then they can attack and
destroy their vehicle.
v Those contractors who are helping the crusaders and their local allies by
constructing their basis, providing food, fuel and military hardware despite
frequent warnings from the Mujahedeen, if they get captured, the
provincial head of Islamic Emirate of Afghanistan can give penalty, set
them free in prisoners’ exchange or after taking guarantees from their
relatives or notables of their respective areas.
v Their release on payment is no allowed. Permission from Imam and his
deputy is compulsory prior to give them death penalty.

v But if these Contractors don’t cease their activities and far from being
captured then every Mujahid has the authority to target and kill them.

5th Chapter
Matter of War’s Booty:

Booty of war refers to the goods that are captured during a fight with the
Kuffars.
v In Afghanistan, fifth portion of the captured war booty will be deposited
with the Islamic Emirate of Afghanistan nominated provincial head of
Mujahedeen. He will spend it on the general costs of the movement and the
remaining four portions will be distributed among fighting Mujahedeen
and those who meet the following two conditions;
1. Those Mujahedeen who are so-close to battle field that in case of need they
can reach there and help their fellow brothers against enemy.
2. Those Mujahedeen who are willing and ready to take part in the battle but
being stopped by their commander due to constraints of time and situation.
Mujahedeen who don’t fulfill the above mentioned criteria will not be
entitled for war’s booty.
v If Mujahedeen seize enemy’s goods, equipments or supplies without fight, it
will be deposited in Bait-ul-Maal and would not be consider as war booty.
v In case of seizing cash amount from the departments of the puppet
government of Afghanistan prior to its distribution among their workers in
shape of salaries will be considered a war booty or Bait-ul-Maal.
v But if Mujahedeen seize it directly from the workers, they can punish them
with the consent of Imam, his deputy or provincial head of the Mujahedeen.
But they have no right over the amount.

v When Mujahedeen ambush enemy’s supply convoys and capture enemy’s
supplies, these will be considered as a war’s booty. But if they seize these
without a fight then it will be deposited in Bait-ul-Maal.

6th Chapter
Formation and Dispatchment:

The provincial Mujahedeen heads are required to select a group of capable,
qualified and skillful persons for assigned task and their strength must not
be less than five members.
v The provincial heads of Mujahedeen have to work to solve the disputes
among the Mujahedeen, between Mujahedeen and common citizens etc.
v They have to ensure the enforcement of Islamic Emirate’s declarations,
instructions, announcements, judgments, summons and verdicts. They
have to work for edification and reformation of the Mujahedeen. In case of
violation of these rules, the offender and transgressor will be handed over
to the provincial chiefs of Mujahedeen.
v Creation of new Mujahedeen groups is prohibited. But in case of dire need,
permission from provincial organizational administrator and Mujahedeen
Commander of the Islamic Emirate of Afghanistan is obligatory. Selfcreated
and independent groups need to be well-organized and wellordered.
But if they lack these fundamental traits and refuse to obey the
instructions, then these groups must be neutralized and disarmed.
v The provincial organizational administrator should set up a sharia based
committee consisting of three members including a Qazi (Jurist) and two
respected and well-qualified Ulema of the area to deal with major and
serious affairs that cannot be handled by ordinary clerics and Mujahedeen
commanders of the towns and villages.

v Formulation and planning at provincial level can be modified by the
provincial organizational administrator with the advice of provincial
Mujahedeen commander. If they both don’t agree over the decision the
issue will be referred to Imam or his deputy. Then, they will take a final
decision.

7th chapter
Intra-Mujahedeen Affairs:


Mujahedeen are obliged to work under the above hierarchic order and
obey its instructions if it does not contradict with Islamic Sharia.

v Taqwa (guarding against evils), bravery and boldness, affection and
generosity, wisdom and strategy are the attributes required for the
selection of an administrator or commander.
v A Mujahedeen Commander can perform Jihad in a district or province not
under his control with the permission of the respective district or province
Mujahedeen’ head. In this case he will work under latter’s subordination.
v If a Mujahid commits a crime, his group or district commander will require
to refer him to the provincial head of the Mujahedeen who will give his final
decision with the consent of provincial administrator designated by the
Islamic Emirate of Afghanistan whether to expel him from the group or not.
If he seeks Tauba “Allah (SWT)’s forgiveness” for his crime than he might
rejoin his group.
v A Mujahedeen commander is not entitled to invite Mujahedeen from other
group for increasing his strength. But if a Mujahid from one group is willing
to join another group, he can do this. In this case, he has no right over the
things and goods given to him by his former group for Jihad or its war
booty. He has to hand over all such things to his previous group before
quitting it.
v If a Mujahedeen commander wants to join another group in another
province, he will be allowed on the condition that the provincial
commander of the respective province will have to inform and examine
his profile from his previous provincial commander.
Martyrdom Operations
v The following four conditions are required before carrying out
Martyrdom Operations.
1) The Martyrdom seeker must be well-trained prior to attack.

2) Such attacks should be carried out against major and main targets. The
brave sons of Muslim Ummah must not be sacrificed for minor and lessimportant
targets.
3) The utmost steps must be taken to avoid civilian human loss in
Martyrdom operations.
4) The Mujahedeen are required to seek authorization and instructions of
Provincial commanders for such operations.

8th Chapter
Education and Training:

Group commanders of the Mujahedeen are not authorized to intervene in
the affairs of the local population. If the local inhabitants of the area seek
Mujahedeen’s mediation and arbitration for the settlement of their disputes
then provincial or districts leaders of Mujahedeen can mediate to resolve
their disputes.
v Provincial, districts’ leaders and rest of Mujahedeen are bound to take best
possible steps to ensure safety and security of the civilian‘s life and
property. In case of violation Punishment will be granted to the offender.
v A person, Mujahid or Mujahedeen leader who is doing injustice and
maltreatment with people in the name of Taliban needs to be reformed by
the provincial head. If he doesn’t, he must be referred to the head of the
movement. Where he will be given strict punishment for his crimes and if
needed he must be expelled from the movement.

9th Chapter
Official Forbiddance:

The previous campaign launched by Taliban for the recovery of arms
through forceful measures in the name of Bait-ul-Maal will not be repracticed.
Arms can be taken with the willingness of the owner.
v Smoking is strictly forbidden for Mujahedeen.
v Mujahedeen have to avoid company of the youngsters without having
beard, specially keeping them in camps.
v Mutilation is strictly forbidden in sacred Islamic Sharia. Therefore
Mujahedeen are instructed to strictly stay away from such Practices.
v Mujahedeen of Islamic Emirate of Afghanistan will restrain from forceful
collection of Zakat & Ushar from people. People are free to deposit their
Zakat & Ushar wherever they want.
v Mujahedeen are required to avoid house search. If it’s imperative, then it
should be conducted with the permission of district leader of the Emirate,
having company of the local Imam-e-Masjid and two elders with white
beards of the respective village.
v Kidnapping for ransom is strictly banned. The leaders of the area must take
steps to stop this practice immediately. If a group or an individual is
committing such crime in guise of Taliban, the provincial head of the
Islamic Emirate will disarm them with the consent of the leader of the
Movement.

10th Chapter
General Advice:

Every group leader of Mujahedeen is required to spare special time for
Jihadi training, as well as religious and moral teachings and learnings of his
colleagues.
v If there is no danger, Mujahedeen should say their prayers in Mosque with
Jamat. If not possible then they can arrange it with jamat in their camps.
Recitation of Holy Quran and Zikar is fundamental for the strength and
satisfaction of hearts. Mujahedeen must make it habitual.
v All members of the Islamic Emirate should make best efforts to persuade
members of the enemy’s side for surrendering and laying down their arms.
If Mujahedeen make promises with them, they will have to fulfill.
Resultantly this will make enemy’s side weak, remove hurdles for
Mujahedeen and they will also get arms and ammunitions.
v Mujahedeen should behave well with general public and make efforts to
bring their hearts closer to them. It must be the quality of a Mujahid to
present himself as a role model for a common man.
v Mujahedeen must avoid discrimination on tribal, ethnic and geographical
bases.
v The provincial head of the movement should struggle to make accountable
his subordinates regarding war’s booty.
v The physical appearance of Mujahedeen e.g. hair cut, dress, shoes etc
should be based on Islamic Sharia and matched with local inhabitants. It
will ensure their safety as well as residents of the respective village and
town.

11th Chapter
About the “The book of Rules”:

An amendment in this book is the sole authority of the Islamic Emirate of
Afghanistan designated Advisory Council. If someone else dares to bring
changes or violates it rules his excuse will not be accepted.
v In case of facing a situation that is not discussed in the booklet,
Mujahedeen should take advice from their district leader, if he fails too then
the issue must be referred to provincial head. Provincial head can refer it to
head of the organization.
v It is compulsory for all the Mujahedeen to act upon and follow this book.
The violator will be punished according to Islamic Sharia
